Ferrari came into Qatar strongly suspecting that this would be one its less competitive races of the season.
In their fight with McLaren for the constructors' title, it was probably going to be a case of damage limitation in order to keep the battle alive for it to be decided at the Abu Dhabi finale where the expectation was the car would be more competitive.
